SoundThinking Software Assisting in Reducing Gun Violence

Over the past five years, SoundThinking (formerly ShotSpotter) has assisted the city of North Chicago reduce gun violence by over 70%. Thus far, in 2026, gun violence offenses are down by 25% from the previous year. For these reasons the Public Safety Committee recommended that the City Council renew the agreement between the city of North Chicago and Sound Thinking.

SoundThinking is a public safety technology company best known for ShotSpotter, an acoustic gunshot detection system. The company changed its name from ShotSpotter to SoundThinking in 2023 as it expanded into other law enforcement and public safety software.

Here's how the gun violence prevention aspect works:

Acoustic gunshot detection: Networks of sensors are installed in an area to detect loud impulsive sounds. When multiple sensors detect what may be gunfire, software estimates the location using triangulation.

Human review: Before an alert is sent, trained acoustic analysts review the event to confirm whether it appears to be gunfire. According to the company, this process typically takes less than 60 seconds.

Police notification: If verified, responding officers receive the estimated location, number of shots, and sometimes additional information such as whether multiple shooters or automatic gunfire may be involved.

SoundThinking also offers:

Motor Fuel Tax Dollars Leveraged to Help Maintain Streets

The City Council approved the Fiscal Year 2027 Motor Fuel Tax (MFT) Maintenance Resolution, authorizing $1,515,000 in MFT-funded maintenance expenditures, as well as a $165,000 TAI Maintenance Engineering agreement for the 2026 Street Resurfacing Program.

The annual MFT resolution authorizes the use of state-shared Motor Fuel Tax funds for street maintenance throughout the fiscal year. These funds help cover expenses such as streetlight repairs and energy costs, pavement patching materials, road salt purchases, and engineering and construction costs associated with the annual Street Resurfacing Program.

"This annual Motor Fuel Tax approval gives the city permission to use its state-shared Motor Fuel Tax dollars to maintain our streets. It does not create a new tax—it authorizes spending of funds that have already been allocated for transportation purposes," explains Greg Jackson, Chief of Staff.

WHAT IS THE MOTOR FUEL TAX (MFT)?

Every time people buy gasoline or diesel in Illinois, a portion of the state motor fuel tax is distributed to local governments. Our municipality receives a share of those funds each year based on a state formula.

HOW ARE MFT FUNDS USED?

By law, these funds are restricted to transportation-related purposes, such as maintaining and improving local streets, repairing pavement, replacing signs, maintaining sidewalks (where eligible), and other approved road maintenance activities. They cannot be used for unrelated municipal expenses.

WHY DOES THE VILLAGE/CITY APPROVE AN ANNUAL MFT RESOLUTION?

Each year, the governing board adopts an MFT resolution that authorizes how much of the municipality's available Motor Fuel Tax funds may be spent on eligible street and road maintenance during that fiscal year. The resolution does not create a new tax or increase taxes—it simply gives the municipality permission to use the MFT funds it has already received or has available for approved transportation projects.

WHY IS THIS IMPORTANT?

Approving the annual MFT resolution helps ensure that dedicated transportation funds are used to keep North Chicago’s roads safe and well maintained without relying solely on the city’s general operating budget.

Wallace Avenue Water Main to be Replaced

The City Council reviewed and discussed the Wallace Avenue Water Main Replacement Work Order from Trotter and Associates, Inc. for Design and Bidding Services in the amount of $89,000.

The existing 6-inch cast iron water main along Wallace Avenue between 24th Street and Martin Luther King Boulevard was installed in 1960 and has experienced repeated failures, including seven water main breaks within a two-week period in May 2026. According to North Chicago Public Works, Prior to 2026, this reach of water main had suffered 14 breaks. These failures will continue to surface as the weakest point moves along the pipeline.

Due to the deteriorated condition of the water main and the increasing frequency of emergency repairs, replacement of this segment has been identified as a priority capital improvement. The proposed project includes replacement of approximately 1,300 linear feet of water main, replacement of associated appurtenances, transfer of existing water services, roadway and utility restoration, and related improvements necessary to improve system reliability.

Approval of this work order authorizes Trotter and Associates, Inc. to complete the engineering design, permitting, bidding assistance, and related services required to prepare the project for construction.

This project will include:

Replacement of the existing 6" cast iron water main along Wallace Avenue, from the intersection of 24th Street and Wallace Avenue, north to the intersection of Martin Luther King Boulevard and Wallace Avenue, with a new 8" ductile iron water main protected in polyethylene encasement.
Transfer of water services from the existing water main to the new water main.
Abandonment of the existing 6" water main.
Surface restoration including pavement patching, driveway replacement, curb and gutter replacement, sidewalk replacement, and landscape restoration.
Milling and overlay of the pavement along Wallace Avenue north of 23rd Street.
Reconstruction of the roadway along Wallace Avenue south of 23rd Street.

Grant Funds Sought for Transportation Infrastructure Improvements

North Chicago’s Economic and Community Development Department is preparing to apply to the Office of Local Defense Community Cooperation for an Installation Readiness Grant. The estimated grant total is $1,718,808 Federal, and $171,808 Local Match.

The proposed project responds directly to NSGL’s operational requirements and the need to improve transportation infrastructure serving both the installation and the surrounding community. As military operations, security requirements, and infrastructure systems have evolved over time, portions of the existing transportation network no longer align with current operational needs

Foss Park Avenue, a city owned public roadway, currently traverses Naval Station Great Lakes property near Gate #5 and has been identified as a transportation, operational, and security concern due to its proximity to installation facilities, its role in providing access to the installation, and its contribution to shared infrastructure dependencies between the City and the Navy.

For many years, the City and NSGL have worked collaboratively to address transportation, utility, and land use compatibility challenges affecting both parties. One of the highest -priority initiatives identified through this partnership is the realignment of Foss Park Avenue and evaluation of access conditions at Gates 1, 4, 5, and 8. The project is intended to improve mobility, emergency response capabilities, infrastructure reliability, and long -term compatibility between military operations and community infrastructure.

The proposed effort will complete the technical studies, engineering analyses, and design activities necessary to advance the Foss Park Avenue Realignment Project and associated Base Access Analysis from concept development to construction readiness. Work will include evaluation of existing and future gate access conditions, identification of a preferred access strategy, and preparation of engineering plans, cost estimates, right -of -way documentation, and contract documents needed to support future implementation.

The study area encompasses the Foss Park Avenue corridor, NSGL access gates, adjacent transportation corridors, utility infrastructure, and surrounding properties that influence access and mobility. Key issues to be addressed include access reliability during gate closures, emergency response routing, utility interdependencies, transportation system performance, and infrastructure resiliency. The project will also support ongoing efforts to address concerns associated with a public roadway traversing Navy property and strengthen the long -term relationship between installation operations and surrounding community infrastructure.

As the host community for Naval Station Great Lakes, the City of North Chicago is an eligible applicant under this program because the proposed project directly supports a Department of Defense installation and addresses issues affecting both the installation and the surrounding community. By advancing the project to construction -ready status, the City and NSGL will be positioned to pursue future implementation funding for improvements that enhance operational effectiveness, strengthen infrastructure resilience, and support the long -term mission of Naval Station Great Lakes.

Agreements Set Stage for Halsey Village Redevelopment: ‘These 90 Acres are an Open Canvas’

A potential 90-acre mixed-use real estate development in North Chicago, with a variety of

housing as well as commercial space on the land of the shuttered Halsey Village at Naval

Station Great Lakes has taken a concrete step forward.

Once dubbed “Zombie Village” by U.S. Sen. Tammy Duckworth, D-Hoffman Estates, the

privately managed 351-house project for U.S. Navy personnel became unhabitable. The

Navy took control of it in December with plans to demolish the houses and remediate the

land.

With significant work ahead, U.S. Navy Capt. Steve Yargosz, the commanding officer at

Great Lakes, found a way to partner with the city of North Chicago and Lake County to

remove the houses and deal with potential contamination of the land.

Yargosz said that normally, projects of this magnitude handled through “standard military

channels” can take two to three years before they can start. The partnership will allow it to

happen quicker, with the federal government paying as North Chicago and Lake County

contract and oversee the work.

“We are cutting that timeline in half,” Yargosz said. “Because of this partnership, the

demolition will start very soon. The story of how we got here is a perfect example of what

happens when leaders truly collaborate.”

North Chicago and the U.S. Navy signed a $50 million Intergovernmental Service

Agreement (IGSA) Monday in North Chicago to finance environmental remediation of the

property. The county entered an IGSA with the Navy in August to demolish the houses.

“Using an IGSA for environmental remediation is the very first of its kind for the Navy,”

Yargosz said.

Duckworth said in an interview Thursday that the cooperation between the Navy, North

Chicago and Lake County is an important step because the interests of all three are

intertwined. Sailors and their families spend time in the community, benefiting everyone

involved.

“It’s great the county and city are involved as we put 20 years of neglect behind us,”

Duckworth said. “Great Lakes does not live in isolation of the community. Every enlisted

sailor in the Navy spends time at the base.”

For more than a century, the fortunes of North Chicago and Naval Station Great Lakes were

intertwined. Rockingham said the ISGA marks a new phase of the relationship between the

military and the city.

“This first-of-its-kind partnership reflects a shared willingness to think differently, embrace

innovation, and remove barriers that too often slow progress,” Rockingham said. “We are

transforming a long-vacant property into an opportunity for future growth and continued

collaboration.”

Lake County Board Chair Sandy Hart said she has pushed for a resolution to the conditions

at Halsey Village for a long time. It is a “challenge that has gone unresolved for far too long.”

While she sees potential, she feels pain for the conditions members of the military had to

endure.

“There isn’t another neighborhood in Lake County that has experienced this level of

deterioration,” Hart said. “The conditions here have been unacceptable, and our military

families, who once lived here, deserved better”

U.S. Rep. Brad Schneider, D-Highland Park, has actively worked with Duckworth and local

officials to revitalize Halsey Village. He said in an email that the collaboration of the city,

county and Navy accelerated progress toward quality housing for sailors and the property’s

revitalization.

“I and my team were glad to celebrate the important groundbreaking alongside the many

leaders who have championed this important vision for so long,” Schneider, who was in

Washington and unable to attend, said in the email. “I look forward to continuing to work

with our partners in this effort”

Both Rockingham and Hart hope to see the land developed to provide a mix of different

types of housing. Some will be affordable units for veterans and other residents. They

foresee family homes and commercial space.

“These 90 acres are an open canvas,” Rockingham said. “It’s an opportunity to truly add

something to our city to help us grow.”

“I see a wonderful neighborhood with successful businesses benefiting the people of Lake

County,” Hart added.

Once the demolition and remediation are complete, Yargosz said the Navy will determine

whether there is still a military use for the land. If there is no longer a need for the vacant 90

acres, it can be leased or sold for “consideration in kind.”

“Rather than exchange money, the city of North Chicago might do roadwork for the Navy or

provide some other service,” Yargosz said.

Whether the land is rented to North Chicago on a long-term ground lease or deeded to the

city, Rockingham said the city wants title to the real estate so it can provide property tax

revenue. Without title to the land, there are no property tax dollars.

Besides adding to the city’s revenue stream, a portion of the real estate taxes from the

property will benefit the county, North Chicago School District 187 and the Foss Park

District. The naval base is exempt from property taxes as a governmental entity.

Duckworth said there are benefits for both the military and the community should the land

become part of North Chicago, with additional tax money going to schools that educate

military children or a library where people can borrow books.

“It’s all good for the Navy. Navy children go to the schools there, and the taxes will benefit

them. There will be retail businesses where the sailors can walk,” Duckworth said. “There

will be affordable housing for vets who are close to Lovell for their care,” she added,

referring to the James. A. Lovell Federal Health Care Center.

Since the extent of the environmental remediation work will not be known until it is

undertaken, Yargosz said the precise cost is uncertain. It could be as much as $50 million.

Phase One of the demolition effort will cost $10 million, and the second portion is for $30

million.

Hart said after the groundbreaking she hopes the demolition of the 351 houses will be done

by the end of the year.

Already dealing with the U.S. Environmental Protection Agency (EPA) and the Illinois

Environmental Protection Agency (IEPA) on the remediation of the 40-acre Sheridan

Crossing property, Rockingham said the city is ready to oversee the job at Halsey Village.

“My hope is we can work with the EPA and the IEPA to quickly remediate this site because it

is a government site,” Rockingham said. “We have been working with the IEPA (on Sheridan

Crossing), and they know our staff.”

North Chicago Seeks Experienced Master Developer for Sheridan Crossing Opportunity Site

The City of North Chicago is pleased to announce the release of a Request for Qualifications (RFQ) seeking an experienced master developer or development team to transform the 34-acre Sheridan Crossing redevelopment site.

Located at the highly visible northwest corner of Martin Luther King Jr. Drive and Sheridan Road and adjacent to Naval Station Great Lakes, the Navy's only boot camp, this long-vacant property represents one of the City's most significant redevelopment opportunities. The site is situated within the Sheridan Crossing Tax Increment Financing (TIF) District.

The vision is to create a vibrant mixed-use destination featuring a blend of hospitality, retail, restaurant, entertainment, and potential residential uses that leverage the site's proximity to major employers and institutions, including Rosalind Franklin University, AbbVie, and the Capt. James A. Lovell Federal Health Care Center.

The city will use a two-step selection process, beginning with this RFQ, followed by a Request for Proposals (RFP) for shortlisted teams. Qualified master developers and development teams are encouraged to review the RFQ and submit materials for consideration.

Storm Sewer Improvements Scheduled for Broadway Avenue

Attention North Chicago Residents who reside on Broadway Avenue-Beginning on July 20, 2026, Campanella and Sons, Inc. will begin to work on storm sewer improvements on Broadway Avenue. Work includes storm sewer installation, curb and gutter, sidewalk, and driveway removal and replacement, and paving.

Campanella and Sons will deliver additional notices prior to driveway replacements and/or temporary water shutoffs. Residents whose driveways are removed will be provided with a temporary gravel ramp during construction.

Throughout the course of the project, access to streets and parking on streets within the construction zone may be interrupted during construction hours (7 A.M.– 6 P.M. Monday – Friday and 8 A.M.– 4 P.M on select Saturdays.

City Council Approves New Technology Upgrades for Police Department

To ensure the NC Police Department has reliable and secure mobile computing capabilities for patrol operations and public safety services, the City Council approved the purchase of new Mobile Data Terminal (MDT) equipment. This hardware upgrade is imperative to ensure optimal operational efficiencies and communication,

The PD currently has an approved FY2027 IT Hardware & Software budget allocation of $120,000 designated for the replacement of Mobile Data Terminal (MDT) equipment utilized within police squad vehicles, including Getac rugged computers, docking stations, and keyboards.

The current MDT fleet has reached end-of-life status, is no longer under manufacturer warranty, and is experiencing increasing hardware reliability and performance issues. Existing devices are operating with outdated hardware specifications, including 8GB RAM and 256GB storage, which are insufficient to support modern public safety applications and increasing operational technology demands.

The replacement initiative will:

Improve reliability and reduce hardware-related downtime for patrol operations
Ensure compatibility with current and future law enforcement software platforms
Improve officer efficiency and field connectivity
Reduce operational risk associated with unsupported hardware
Provide an additional spare MDT unit to improv
Provide an additional spare MDT unit to improve operational continuity during equipment failures or repairs
Extend the lifecycle and supportability of the department’s mobile computing environment

The proposed solution also includes cost-saving measures by utilizing internal City IT staff for docking station installation activities rather than outsourcing installation services to a third-party vendor.

This project aligns with the City’s broader technology modernization and public safety operational support objectives while leveraging the existing FY2027 approved budget allocation of $120,000 for MDT replacement equipment.

The City Council also approved a new fingerprinting system. The iTouch Biometrics platform is widely utilized across multiple Lake County police departments and is also currently utilized by LakeComm 911 dispatch, providing familiarity and integration advantages.

Groundbreaking Ceremony to Mark Intergovernmental Support Agreement for Demolition and Redevelopment of Halsey Village

The city of North Chicago, Naval Station Great Lakes, and Lake County Government invite community members to attend a groundbreaking ceremony on July 13 at 10 a.m. to celebrate an important Intergovernmental Support Agreements (IGSAs) for the demolition and redevelopment of Halsey Village. The ceremony will take place at Halsey Village, 1985 Enterprise Ave., Great Lakes, IL.

Halsey Village is a 90-acre former military housing complex located on Naval Station Great Lakes. The neighborhood’s 351 housing units have sat vacant in recent years following decades of severe deterioration.

Through the IGSAs, the U.S. Navy, in partnership in partnership with the City of North Chicago and Lake County Government, is launching one of the largest housing demolition and site remediation efforts in the Navy’s history.

The Halsey Village IGSA’s are the culmination of years of collaboration among federal, state, county, and local leaders, including U.S. Senator Tammy Duckworth, U.S. Representative Brad Schneider, North Chicago Mayor Leon Rockingham Jr. and Lake County Board Chair Sandy Hart.

On October 26, 2023, Mayor Rockingham and Chair Hart sent a letter to Hunt Military Communities calling for improvements to conditions at Halsey Village, stating, “There is not a neighborhood in all of Lake County that is in worse condition than Halsey Village.”

In May 2024, during a hearing before the U.S. Senate Committee on Armed Services, Senator Duckworth brought national attention to conditions at Halsey Village. Referencing the October 2023 letter, she highlighted the Navy’s efforts to acquire the property from Hunt Military Communities and explore redevelopment opportunities.

Between August 2024 and February 2025, all remaining residents of Halsey Village were relocated, clearing the way for demolition and redevelopment. A formal agreement was subsequently executed between the U.S. Navy and Lake County to begin extensive demolition, environmental remediation, and utility removal throughout the site.

“The Halsey Village Intergovernmental Support Agreements between the U.S. Navy, Lake County Government, and the City of North Chicago are a tangible example of government working at its best,” Mayor Rockingham said. “When government entities work together, everyone benefits, and there is no limit to what we can accomplish. What was once an abandoned and deteriorating 90-acre neighborhood can now potentially be redeveloped to help address the local shortage of affordable, single-family housing. Our vision for a mixed-use development on the site aligns with the City’s Comprehensive Plan.”

“While we’re all clear-eyed that remediating the deplorable housing conditions at Halsey Village and redeveloping it into something that improves this community will take years, I was proud to convene leaders from Lake County, the North Chicago community, and the Navy to help chart a path forward and discuss real solutions that recognize the needs of area residents, prioritize the health and wellbeing of our servicemembers, and ensure they have a safe place to call home,” Duckworth said.

“I think we made real progress in our discussions, and I am optimistic that all parties will continue working together to achieve these important goals.

“Halsey Village’s unacceptable condition called for action, and I am deeply grateful to the many leaders and partners who stayed committed to correcting it,” Hart said. “This groundbreaking reflects years of advocacy, collaboration, and determination to ensure this property can once again serve the community. Council Authorizes Public Works to Advertise Bid Seeking Comprehensive Leak Detection Services for Water Distribution System

The City’s Public Works Department maintains approximately 62 miles of water main within the municipal water distribution system. The approved FY 2027 Water Utilities budget includes $100,000 to conduct a system-wide leak detection survey of all water mains in the system and ranging in size from 6 inches up to 24 inches.

The purpose of the survey is to identify and reduce water loss, improve system reliability, and enhance the overall efficiency of the City’s water distribution network. The survey results will be used to prioritize future maintenance and repair activities and support the City’s ongoing efforts to reduce non-revenue water.

Due to the specialized equipment, technology, and reporting requirements associated with leak detection services, staff recommend soliciting bids from qualified firms with demonstrated experience in water distribution system leak detection and analysis. It is anticipated that the bids will be solicited during the Summer of 2026, with contract award and completion of the survey occurring well before the close of the fiscal year in April 2027.

Council Approves Contract Extension with Hydromax USA

The North Chicago City Council approved a Contract Extension with Hydromax USA LLC in the not to exceed amount of $36,000 for the Water Distribution System - Valve Exercising and Hydrant Flushing Services

The City’s Public Works Department maintains close to 650 water main valves and 550 fire hydrants throughout the water distribution system. Renewal of the contract enables the City to continue its systematic valve exercising and hydrant flushing program, helping maintain water system reliability, improve emergency response capabilities, and support ISO compliance.

In February 2026, the City entered a contract with Hydromax USA to perform valve exercising and hydrant flushing services for approximately one-half of the distribution system, which is approximately 325 valves and 275 hydrants.

The approved FY 2027 Water Utilities Budget includes $80,000 for water system maintenance activities, consisting of $40,000 for the Valve Exercising Program and $40,000 for the Hydrant Flushing Program, including documentation and reporting necessary to support Insurance Services Office (ISO) requirements.

The contract has a provision allowing the City to extend the agreement for up to two (2) additional one-year terms, with unit prices subject to adjustment based on the annual Consumer Price Index (CPI) published by the U.S. Bureau of Labor Statistics.

North Chicago Police Department Focused on Summer Safety

At the July 6, 2026 City Council meeting, Chief of Police, Laz Perez shared with the City Council North Chicago’s Summer 2026 Patrol Plan. Some of the initiatives include: enhanced interagency collaboration, increased visibility and community trust through proactive engagement, maintain a roving unit dedicated to rapid response for violent crime calls, assign foot patrols in parks, lakefront areas, and high-foot-traffic zones, youth engagement operations, focused enforcement on major corridors and complaint areas, targeted DUI/seatbelt initiatives aligned with IDOT grant periods.

North Chicago Fire Department Proudly Announces Promotions

The City of North Chicago recently celebrated the well-earned promotions of three exceptional members of the North Chicago Fire Department whose dedication, leadership, and commitment to our community exemplify the very best of the fire service profession.

⭐ Thomas Deinken earned the promotion to Deputy Chief, becoming the first Deputy Chief appointed by the North Chicago Fire Department in 35 years. This promotion reflects outstanding service, leadership, and an unwavering commitment to the department and the citizens we proudly serve.

⭐ Reid Mammoser earned the promotion to Battalion Chief. Throughout his career, Reid has consistently demonstrated professionalism, sound leadership, and a steadfast dedication to serving both our firefighters and our community.

⭐ Timothy Kluchka earned the promotion to Lieutenant. His hard work and passion for the fire service prepared him to lead the next generation of firefighters.

According to North Chicago Fire Chief, John Umek, “Each of these officers has answered the call with dignity, pride, and a genuine love for the fire service. Their promotions are a testament to years of sacrifice, perseverance, and a commitment to excellence. City of North Chicago Celebrates 20 Years of Community Days Festival-20 Years of Community. One City. One Epic Celebration.

The City of North Chicago is proud to announce the 20th Anniversary Community Days Festival, taking place August 1–2, 2026, at 1850 Lewis Avenue. This milestone celebration honors two decades of community pride, partnership, and unity while bringing residents, families, businesses, and visitors together for one of the city's most anticipated annual events.

Presented in partnership with the City of North Chicago, Foss Park District, and North Chicago Community Unit School District 187, Community Days has become a cherished tradition that showcases the spirit, diversity, and resilience of North Chicago.

The two-day festival will feature live entertainment, local food vendors, family-friendly attractions, youth activities, community resources, and cultural celebrations. More than just a festival, Community Days provides an opportunity for neighbors to connect, organizations to engage with residents, and the community to celebrate everything that makes North Chicago unique.

The celebration begins with the Community Days Parade on Saturday, August 1. The two-mile parade steps off promptly at 10:00 a.m. and concludes at the festival grounds located along the 1700 and 1800 blocks of Lewis Avenue.

"This year's theme—'I'm So Go! I Am North Chicago. I'm Home.'—captures the pride we feel in our city and the deep sense of belonging that defines our community," said Mayor Leon Rockingham Jr. "Whether you are a lifelong resident, a District 187 graduate, a business owner, or a new family joining our neighborhoods, Community Days is a celebration of you. North Chicago's greatest asset is its people, and this festival gives us the opportunity to come together and celebrate the bonds that unite us."

This year's 20th anniversary celebration will feature an enhanced festival experience that honors the event's rich history while creating new opportunities for residents and visitors to build lasting memories.

Free One-Day-Only Tire Collection Event Planned

SWALCO and the Lake County Division of Transportation, in partnership with the Illinois EPA, are hosting a FREE, ONE-DAY-ONLY TIRE COLLECTION FOR LAKE COUNTY RESIDENTS at the Lake County DOT Salt Dome Yard (600 W Winchester Road, Libertyville, IL 60061). The collection will take place on Monday, July 13, 2026, from 7 a.m. to 2 p.m.

An appointment is required; only one appointment per household. Residents may bring up to 12 tires (on the rim, any size or type). This event is open ONLY to Lake County residents; tires from commercial entities will not be accepted. A government-issued ID is required at check-in to verify the appointment. Persons who arrive without an appointment will be turned away.

State law prohibits the accumulation of more than twelve waste tires on a property. Waste tires left outside can collect water, creating breeding grounds for mosquitoes. One scrap tire can lead to the breeding of thousands of mosquitoes over a single season. Proper disposal of tires helps reduce the risk of mosquito-borne illnesses.

Mayor Rockingham and City Council Mourn the Passing of Lake County Board Vice-Chair Dr. Mary Ross-Cunningham

Mayor Leon Rockingham, Jr., the North Chicago City Council, and city staff mourn the loss of Lake County Board Vice-Chair Dr. Mary Ross-Cunningham, a pillar of the community who dedicated more than two decades of distinguished service to the residents of Lake County and beyond. Mayor Rockingham and the Aldermen extend their heartfelt condolences to the entire Cunningham family, including her son, Waukegan Mayor Sam Cunningham.

Dr. Ross-Cunningham was a beloved community leader, dedicated public servant, and devoted mother, grandmother, and great-grandmother. Throughout her years of public service, her compassion, leadership, commitment to service, and "can-do" attitude touched countless lives. She dedicated her life to helping others, and her legacy will live on through the projects she championed and the causes she so passionately supported.

She personified the words of Dr. Martin Luther King Jr.: "Life's most persistent and urgent question is, 'What are you doing for others?'"

RESOLUTION HONORING THE LIFE, LEGACY, AND PUBLIC SERVICE OF LAKE COUNTY BOARD VICE-CHAIR DR. MARY ROSS-CUNNINGHAM
WHEREAS, DR. MARY ROSS-CUNNINGHAM devoted more than two decades of distinguished service to the people of Lake County, first being elected to the Lake County Board in 2002 to represent District 9, which includes portions of North Chicago and Waukegan; and

WHEREAS, in 2018, Dr. Mary Ross-Cunningham was elected by her fellow Board members to serve as Vice-Chair of the Lake County Board, becoming the first African American woman to serve in County Board leadership and the second African American Woman elected to the Lake County Board, continuing in that role with honor, integrity, and unwavering commitment until her passing; and

WHEREAS, throughout her tenure, Dr. Mary Ross-Cunningham served with distinction on numerous committees and commissions, including as Chair of the Law and Judicial Committee and Chair of the Diversity, Equity, and Inclusion Committee. She served on the Governing Council of the Lake County Health Department, and the Workforce Development Board. She was Lake County’s representative to the National Association of Counties (NACo) and served on NACo’s Veterans and Military Service Committee and the Community, Economic & Workforce Steering Committee; and

WHEREAS, DR. MARY ROSS-CUNNINGHAM championed meaningful initiatives that improved the lives of residents, including the establishment of Martin Luther King, Jr. Day as a fixed holiday for County employees, and she worked closely with former Illinois Secretary of State Jesse White on efforts to support driver's license reinstatement opportunities; and

WHEREAS, prior to her service on the County Board, Dr. Mary Ross-Cunningham dedicated 29 years to caring for veterans at the Veterans Administration Hospital in North Chicago, reflecting her lifelong commitment to service, compassion, and advocacy for those in need; and

WHEREAS, DR. MARY ROSS-CUNNINGHAM was a tireless advocate for veterans, families, affordable housing, economic opportunity, criminal justice reform, and individuals experiencing homelessness, dedicating countless hours to organizations including the Waukegan Housing Authority, Community Action Partnership, and PADS Lake County; and

WHEREAS, through her steadfast leadership, unwavering advocacy, and dedication to public service, Dr. Mary Ross-Cunningham was a tireless champion for the City of North Chicago, ensuring our community received vital county funding, meaningful support, and strong representation. Her commitment to improving the lives of our residents has left a lasting impact on our city, and her legacy of service will continue to inspire generations to come. She will be profoundly missed by the City of North Chicago and all who had the privilege of knowing and working alongside her.

NOW, THEREFORE, BE IT RESOLVED, that Mayor Leon Rockingham, Jr. and City Council of the City of North Chicago do hereby honor and celebrate the life and legacy of Dr. Mary RossCunningham, expressing profound gratitude for her extraordinary public service, leadership, and dedication. State Mandated Lead Service Line Replacement Project Underway

The City of North Chicago Public Works Department is in the process of notifying residents that the State mandated ILLINOIS EPA lead water service line replacement project has begun.

HERE IS SOME INFORMATION ABOUT THIS PROJECT:

The lead service line infrastructure project will replace approximately 175 water service lines primarily in the southern portion of the city limits, AT NO COST TO THE HOMEOWNER!
The target area for this project is located east of Green Bay Road, south of Argonne Road and north of Broadway Avenue.
For the specific homes targeted to have the lead service line replaced, a Public Works staff member will stop by the home to drop off a Lead Service Line information sheet and an Access Form that explains the program in detail.
PLEASE ALLOW US TO LEAVE THIS INFORMATION WITH YOU SO THAT WE CAN SCHEDULE THE WORK TO BE COMPLETED.
If you have received the project information sheets and have questions about this lead water service line replacement program, please contact the water department at 847-596-8634 to schedule a pre-installation visit to check the material of your water line and the location of the water meter.
The visit takes only a few minutes and will not require any construction equipment.
If your home or business contains a lead service line, you will receive a replacement copper water line at no cost.

State Senator Morrison to Host Volunteer Fair

In response to residents inquiring about volunteer opportunities in the community, State Senator Julie Morrison, 29^th District, invites the community to a Volunteer Fair on Saturday, June 20 from 11 a.m. to 2 p.m. at North Suburban YMCA, 2705 Techny Road in Northbrook.

Representatives from some 30 organizations will be at the Volunteer Fair to share information about what they do and to discuss volunteer opportunities.

Agenda items include city updates, Senior Citizen Longtime Resident Property Tax Rebate Program, and other timely items. There will be an opportunity to ask questions. Lake County and North Chicago to Bring Free Public Wi-Fi Downtown

Lake County and the City of North Chicago have approved an Intergovernmental Agreement (IGA) to provide free, high-speed public Wi-Fi to North Chicago’s downtown corridor.

Using federal American Rescue Plan Act (ARPA) funds, Lake County will construct the network in 2026. After construction is completed, the network will be owned and operated by the City of North Chicago.

The network is tentatively planned to span Foss Park Avenue on the north to 18th Avenue on the south, and from the North Chicago Metra Station on the east to Sheridan Road on the west.

“Whether someone is applying for a job, finishing homework, accessing healthcare or supporting a small business, using the internet is part of everyday life,” said Lake County Board Chair Sandy Hart. “We’re excited to partner with North Chicago to create more opportunities for residents and visitors to connect with important resources.”

This is the second municipal public Wi-Fi partnership under Lake County’s Digital Growth Initiative (DGI), aligning with its Broadband and Digital Equity Action Plan. The plan aims to build a connected, thriving and inclusive county where internet access is affordable, and residents have the resources needed to participate in an increasingly digital society. The DGI team will be able to help residents connect to the network during ongoing office hours at locations throughout North Chicago.

“Reliable internet access opens doors for our residents, from education and workforce development to small business growth,” said North Chicago Mayor Leon Rockingham. “We’re proud to work alongside Lake County to bring this important resource to our downtown and create a more connected future for North Chicago.”

“Providing free public Wi-Fi in North Chicago’s downtown corridor will help support local businesses, attract visitors and make this area an even stronger community hub,” said Lake County Board Member Angelo Kyle. “I’m grateful to everyone who helped move this partnership forward and bring this investment to the community.”

“Launching a second municipal Wi-Fi network shows that this approach is working and can be scaled,” said District 15 County Board Member and Technology Committee Chair Jennifer Clark. “We’re taking what we’ve learned and applying it in new communities to expand access in a thoughtful way.”
